All the programmes were based on the premise that they will maximize efforts to alleviate rural poverty in the target areas. In linking health with socio-economic development - not only economic and social benefits such as education and health were given high priority, but with an emphasis on the marginalized, women and children (the latter two -‘silent majority’- who have no voice in making decisions). The target group is located in the high ‘food insecurity zone’ and hence agriculture and water harvesting were given high priority, with training in all disciplines as a means to achieve the major objective of self-reliance.
